Trap-Neuter-Return (TNR) is the only humane and effective approach to community cats, or unowned cats who live outdoors.
Scientific studies show that TNR effectively addresses the community cat population by ending the breeding cycle, meaning no new kittens are born to a community cat colony. As sound public policy, TNR addresses community concerns, reduces shelter intake and killing, and reduces calls to animal services, all of which save cats’ lives and taxpayer dollars.
When cats are free from the burdens of mating and reproducing, their relationships improve with the people who live near them (think: no more kittens outdoors or yowling, roaming, fighting, or spraying). Additionally, many diseases associated with reproduction, like certain cancers, are prevented.
Our goal was to upend the relentless, ineffective, and pointless cycle of catching and killing cats in animal shelters that had been standard procedure for decades. TNR has become mainstream and a benchmark of humane care for animals.

The Lycoming County SPCA is the primary agency for investigating suspected animal cruelty cases. If you would like to report suspected cruelty, please contact our Human Officer by calling 570-322-4646. Information must be provide over the phone, or in person.
Microchips are implanted just under the skin, usually right between the shoulder blades. This is done with a large-bore needle and doesn’t require anesthesia.
Each microchip contains a registration number and the phone number of the registry for the particular brand of chip. A handheld scanner reads the radio frequency of the chip and displays this information. An animal shelter or vet clinic that finds your pet can contact the registry to get your name and phone number. Euthanasia is always a difficult decision. We have technicians certified by the American Humane Association to help your pet. Because this process is also emotionally complex for our technicians, we cannot help your pet and you during the euthanasia process. Therefore, you will not be able to be with your pet while they are euthanized. If this is important to you, please call your veterinarian. After euthanasia, we can return your pet to you for burial, cremate the remains, return the ashes to you, or provide burial services in our cemetery. Prices vary by the weight of the animal.
